Análisis de la implementación del Sistema General de Regalías y su aporte en el cierre de brechas en los municipios de Colombia

237 páginasLas regalías en Colombia son una contraprestación económica a favor del Estado por la explotación de los recursos naturales no renovables, que representan una importante fuente de financiación para proyectos de inversión en diferentes sectores en el territorio colombiano. La política pública del Sistema General de Regalías se cimienta en los principios de equidad, ahorro, desarrollo regional y buen gobierno, y a través de un conjunto de objetivos que tienen como fin último el mejoramiento de la calidad de vida de los colombianos; durante los cuatro años de implementación del Sistema General de Regalías que existen deficiencias alrededor del logro de los objetivos generales, específicamente en el cumplimiento del objetivo No.2 “Propiciar la adopción de mecanismos de inversión de los ingresos minero-energéticos que prioricen su distribución hacia la población más pobre y contribuya a la equidad social” este trabajo aborda la siguiente hipótesis, “La implementación del Sistema General de Regalías no ha aportado al cumplimiento del objetivo de inclusión social que tienen como fin último contribuir al cierre de brechas en el país”, analizando el proceso de implementación desde su diseño y determinando el aporte de las inversiones realizadas en el cierre de brechas en Colombia.In Colombia royalties are an economic retribution in favor of the State for the exploitation of non-renewable natural resources, that represents an important source of resources for investment projects in different sectors and territories. The General Royalty System public policy is based on the principles of equity, savings, regional development and good governance, and a set of objectives whose ultimate goal is the improvement of the quality of life of Colombians. Incipiente estado de la investigación como resultado de la gestión administrativa en la institución educativa Jesús María Aguirre Charry, De Aipe- Huila- Colombia

92.hSobre la base del objetivo general de determinar los factores influyentes en la escasa implementación de la investigación y su impacto en los aprendizajes de los estudiantes de la institución educativa Jesús María Aguirre Charry de Aipe – Huila – Colombia, se realiza esta investigación que aborda la investigación en el aula como unaprioridad si se quiere hablar de verdaderos procesos formativos en el estudiante, y por ende es una necesidad. La investigación surge de la observación y experiencia de la ausencia de procesos conducentes a la investigación la cual es incipiente. La indagación conduce a afirmar que, de 110 docentes, solo hay 3 maestros que han desarrollado investigaciones con sus estudiantes sobre la problemática de su entorno. Se recurrió a la indignación del problema, revisión y análisis bibliográfico. En la metodología se abordó un enfoque descriptivo – interpretativa, dentro de los instrumentos para la recolección de la información se aplicó una encuesta de 13 preguntas a los 30 docentes de la sede central en la zona urbana. Los resultados permitieron diseñar 3 talleres de sensibilización y aprestamiento a la labor investigativa en el aula de clase, lo que también permite concluir que es necesario crear un comité de investigaciones que permita generar proyectos transversales desde un enfoque investigativo, ya no se hablará de tareas sino de investigaciones de aula, además de la necesidad de promover capacitación y formación docente en este aspecto.On the basis of the general objective of determining the influential factors in the scarce implementation of the research and its impact on the learning of the students of the Jesús María Aguirre Charry educational institution in Aipe - Huila - Colombia, this research is carried out that addresses the research in the classroom as a priority if we want to talk about true formative processes in the student, and therefore it is a necessity. The investigation arises from the observation and experience of the absence of processes conducive to research which is incipient. The investigation leads to affirm that, of 110 teachers, there are only 3 teachers who have developed research with their students on the problems of their environment. The indignation of the problem, review and bibliographical analysis was resorted to. In the methodology a descriptive - interpretative approach was approached, within the instruments for the collection of information a survey of 13 questions was applied to the 30 teachers of the central headquarters in the urban area. The results allowed us to design 3 awareness and preparation workshops for the research work in the classroom, which also allows us to conclude that it is necessary to create a research committee that allows the generation of cross-sectional projects from an investigative point of view. of classroom research, in addition to the need to promote teacher training and education in this aspect.
